CANADA

Manitoba Legislation:
Http://web2.gov.mb.ca/laws/statutes/ccsm/h060e.php#4.25(1.1)  Currently Manitoba Legislation only governs drivers who could potentially use the spray. It does not include the seller. So Manitoba Legislation does not restrict the seller in Manitoba.

Ontario Legislation:
Highway Traffic Act, R.S.O. 1990, c. H.8 s. 191.31:
- No person shall engage in an activity or use any device or material for the purposes of evading, obstructing or interfering with the effective operational electronic toll system.

British Columbia Legislation:
Motor Vehicle Act, 135.1 A person commits an offence who, without lawful excuse, intentionally obstructs or otherwise interferes with the operation of a speed monitoring device or traffic light safety device, as those terms are defined in section 83.1(1).

Case Law:
There is no case law reported against sellers of radar detectors or spray, even the allegation against the individual driver is very hard to prove!
